First, my thanks to you for sparing the time to see me yesterday morning and for listening to my report back.

I said I would send you a copy of the proposals that were handed to me by the Managing Director of a toy company whilst I was in Hong Kong. In fact, his notes formed the basis of a two-hour meeting with a group of people which included not only a couple of industrialists, but two leading Hong Kong academics as well as

the Chairman of the Hong Kong Federation of Trade Unions, Mr. Poon Kwong Wai.

Please excuse my scribbles on Mr. Lau's paper. I think that of all the proposals discussed, his most nearly meet the criteria of reality and acceptability between the various parties. He is the sort of person whose background and views do not seem represented by UMELCO but which are, in fact, a microcosm of many of the points that were put to my whilst I was in Hong Kong.
