1. Lord Kadoorie, Chairman of the China Light and Power Company,
is due to call on the Prime Minister within the next few days to
discuss the Guangdong Nuclear Project. However, the Department of Industry (who will be providing the main brief) have told us that
Lord Kadoorie may also raise with the Prime Minister our talks with
the Chinese on the future of Hong Kong.
2. I therefore attach a draft letter to No 10 incorporating points
on which the Prime Minister may wish to draw if Lord Kadoorie raises Hong Kong's future. As we are as yet unaware of the precise timing of his proposed call (probably on either Thursday or Friday of this week or Monday of next) Mr Holmes said that he would make enquiries
about the call to enable completion of the draft before it issued
to No 10.
