ought to be a regard for self-determination and attempts made to establish the type of administration the majority of Hong Kong people would prefer. SIG is concerned about the con- sequences for South Pacific countries of a PRC takeover in Hong Kong. It has already received numerous enquiries from people in Hong Kong about the possibility of emigrating to Solomon Islands.

Although initially grateful for the help given by the Commonwealth Secretariat in setting up the Solomon Islands diplomatic office in New York, it is quite clear that the Minister is becoming increasingly irritated by what he called the Commonwealth Secretariat's "continued interference". Permanent Secretary Saemala has also commented to me about such interference. It seems that the CS's continued preparedness to help is being misinterpreted.
