UK OBJECTIVE (IF THIS SUBJECT IS RAISED)
To give the Germans a general outline of our talks with
the Chinese Government on the future of Hong Kong.

4th (22-23 September) and 5th (19-20 October) rounds held in second, more detailed phase of Sino-British talks w Common aim of maintaining Hong Kong's stability and

Next meeting 14-15 November. Governor of Hong Kong

(ii) Content of talks confidential.
(iii) We aim to seek settlement acceptable to Britain,
China and people of Hong Kong. Their views taken fully
into account. In close consultation through Governor
with Hong Kong's Executive Council (EXCO). Their rote
central. Governor and Unofficial members of EXCO visited
London again 6-8 October.
