I attach in draft a background brief. We are asked to clear this:

(a) textually with an Under-Secretary;

(b) presentationally with WED,

before submitting to WED in final form by noon tomorrow.

3. We might be able to dispense with the requirement in (a) above; the brief draws heavily on the one I prepared for the CHOGM and which Mr Giffard cleared this morning. I will set (b) in hand as soon as you have had time to study the material.

Mr Munro of WED has said that only 12 copies are required.
