MR WHITNEY'S VISIT TO NEW ZEALAND AND AUSTRALIA: BRIEFING ON THE FUTURE OF HONG KONG

1. Mr Luce has seen a side copy of the briefing on this question submitted to SPD by Hong Kong Department (which you will no doubt have received by now).

2.

Mr Luce has commented that there are two main messages which we need to get across to both Governments:

i)

that they should not do or say anything which damages confidence in Hong Kong;

ii)

that we would be grateful if they took any opportunities which naturally arose with the Chinese to stress the importance of the factors for stability in Hong Kong.
