2. I suggest the last sentence should read:

'We have previously kept them informed very generally at official level but are now ready to brief them at a high level and in more depth than hitherto'.

US Brief: Para 15

I suggest replace with:

'The Americans are concerned about the future of Hong Kong where they have extensive interests. They are kept in the picture at a high level (Mr Bush, Mr Shultz and senior State Department Officials). A brief on the subject is being given very limited distribution.'
