1. This letter sets the scene for the Anglo-German

Summit, which will take place in Bonn on 8-9 November.

Anglo-German relations are in good shape. Thanks

to frequent meetings at the top, the will to co-operate

is strong, and close political understanding permeates

most aspects of our bilateral work. The Prime Minister,

who last met Chancellor Kohl over dinner in Bonn on 21

September after her visit to the Netherlands and British

Forces Germany, will find him preoccupied in November, as

he was in September, with the controversy over INF

deployment.

By the time of the Summit we shall be very

close to the arrival of cruise missiles in Britain and

Pershing II missiles in Germany. We should also have

been able to take the measure of the expected

demonstrations, and the competence of the German

authorities in handling them. Kohl's position on
