1. I attach the first draft of the scenel setting letter for the Anglo-German Summit which is to be held in Bonn on 8-9 November. The Embassy in Bonn are also receiving a copy for comment.

2. When issued, the PUS's letter will be copied to other Whitehall Departments who will have the opportunity to comment to the Cabinet Office. It is not necessary to consult other departments at this stage, therefore, though some departments may nevertheless wish to do so.

3. I should be grateful for your comments on the draft, particularly on the main areas for discussion and on the proposed list of briefs, including the departments/ministries involved. Could we make more briefs for background only? You will see that the agenda and participation have not yet been fixed.

This exercise is not intended to preclude briefing by individual Departments of their Ministers for the separate talks they will hold with their counterparts during the Summit.
