BRIEFING OF CANADIANS ON THE FUTURE OF HONG KONG: LADY YOUNG'S MEETING WITH CANADIAN MINISTER OF STATE FOR EXTERNAL AFFAIRS, NEW YORK, THURSDAY 6, OCTOBER 1983.

1. Miss Hughes of NAD telephoned me this afternoon. We have been asked, if we consider it appropriate, to provide a brief for the above meeting. This should be handed to Mr Ure who is going to New York on Wednesday.

2. I explained to Miss Hughes that any briefing we provided for Lady Young on Hong Kong's future would have to take account of the Prime Minister's talks with Mr Trudeau. As yet, NAD have no record of Prime Ministerial discussions in Canada about Hong Kong but they will seek this urgently from Ottawa and then pass it to

us.

3. I have explained that I hope to be on leave next week, but that if Ottawa fail to spark before Friday afternoon, Miss Hughes should contact Mr Morris at the appropriate time.
