Briefs

1. I attach 5 sets of briefs for this visit and a separate copy of the programme, list of briefs and agenda broken down by subject, interlocutor, and brief number. The briefs should reach PS/Lady Young and PS/Mr Rifkind by 1700 today. I should be grateful if you would forward 2 sets to each Private Secretary and retain one set

for yourself.

2. Some briefs, notably No. 4 (Defence and Security including relevant aspects of East/West relations) may need to be amended in the light of late developments. WED will monitor this.

Attendance at the talks

3. On the German side Dr Mertes is bringing with him from Bonn, Dr Schauer, your opposite number in the Auswaertiges Amt, Dr Ungerer, an expert on the Community (in effect Mr Hannay's opposite number), and Herr von Kummer, his Private Secretary. The German Ambassador, Dr Ruhfus, will attend the call on Lady Young at 1730 on 12 September, while the Minister at the Embassy, Herr von Alten, will attend the
