We have been keeping you informed. confidential. Useful to update. Meetings with Chinese begun last October are continuing through diplomatic channels in Peking.

Common aim is to maintain Hong Kong's stability and prosperity. Talks confidential. No timetable.

Talks so far of a preliminary nature because of Chinese line that their sovereignty over Hong Kong be recognised first.

We are trying to get round this.

Believe we shall succeed and be able to start

substantive talks soon.

Meanwhile important for all concerned that nothing is

said or done to damage confidence in Hong Kong.

No possible solution that is acceptable to people of Hon Kong and Parliament can be ruled out.
