I attach brief "Points to Make" on the Future of Hong Kong, for use by either the Prime Minister or the Secretary of State.

You will note that there are separate briefs for the Americans and the Canadians. This is because unlike the Canadians, the Americans have, with the Prime Minister's agreement, been generally kept abreast of developments on the future. They see JIC material and on two occasions Sir Oliver Wright has briefed Mr Shultz personally.

4.

While we should be perfectly happy for the Americans to be brought up-to-date at a high level at Williamsburg, the brief for use with the Canadians goes less far and should be used on a Defensive basis.

5.

You should know that knowledge of our talks with the Chinese is being kept extremely close, both within the FCO and without, on the Prime Minister's instructions.
