779 May I make one brief comment on Frank Berman's letter of 14 December to you? I am sure that Frank Berman is right to say that the Chinese would not regard registration as adding any extra force to the binding nature of the treaty. But registration would certainly enhance the impact of a treaty in the eyes of Hong Kong. For that reason alone, it is worth keeping the idea in mind.
