The nationalistic attitude that George has talked about is the great trap that

is ahead of us, to make us into somehow another Falkland Islands in any sense whatsoever would be utterly wrong. is a matter which has got to be carefully negotiated between both governments, bearing in mind the very special circumstances of Hong Kong but I think Bernard has really hit something which is very important on the head, and that

is the problem of the free Hong Kong people has to be accommodated and I can

see frankly no way of accommodating that

except on some kind of an international basis and Bernard is right in saying "This is the time to start talking about

it while we have the time ahead of us to

be able to bring about some kind of a

solution"
