Well lets be clear again about this, the reason why Hong Kong is not a democracy, even though it is being run by Britain is quite simply that the Chinese would not allow it. The last

thing the Chinese want are political parties in Hong Kong and over the years the place has been extremely well run by Britain but not as a democracy but in a realistic fashion in co-operation

with China but it has had a lot of the attributes of a democracy, free speech and as we know, a very flourishing capitalist economy but the problem for the future is a new problem and it is a difficult problem and if I may just say SO on what Bernard said, I think the
