FUTURE OF HONG KONG: ACCEPTABILITY OF PROPOSALS TO THE PEOPLE OF HONG KONG

I attach a revised version of the paper on 'acceptability'' which was submitted to Mr Luce on 26 August. This is an expansion of the paper originally sent to the Governor and the Ambassador on 15 July. It takes account of points made by the Governor in his letter to me of 5 August, as well as points contained in Peking telno 807 of 17 August.

This is clearly a highly sensitive and difficult question that cannot be sidestepped. It may well come up when Parliament reassembles in October and Mr Luce is very much aware that he may have to face questions on this before then when he visits Hong Kong. We shall discuss it further with the Governor and the Ambassador during the next week or so.
