PROPOSED VISIT TO CHINA BY LORD RHODES: OCTOBER 1983

1. Lady Young has seen Mr Clift's submission of 26 August about Lord Rhodes' plans to visit China in October. She shares the concern expressed in para. 3 of the submission and feels

that it would be inadviseable for members of the Government to join. Lord Rhodes' party in view of the delicacy of our negotiations with the Chinese over Hong Kong.
