realistic appraisal of this complex and sensitive issue.

Given the agreed common aim of maintaining Hong Kong's

stability and prosperity, I am confident that our talks

with the Chinese Government on the future of Hong Kong

can be brought to a satisfactory conclusion. You will

know that the British Government's aim in these talks

is to seek a solution acceptable to Parliament, to

China and to the people of Hong Kong, whose views are

being taken fully into account. We are willing to conside

any proposals which would meet these criteria.
