Mr Stallabrass wrote to the Secretary of State on 31 August, enclosing a copy of the Policy Paper on the Future of Hong Kong prepared for the Monday Club's Foreign Affairs Policy Committee. The Author, Mr David Sparrow, is a barrister in Hong Kong and a personal friend of Mr Stallabrass'.

The main substantive suggestion is the need to clarify immigration legislation in order to avoid the risk of large numbers trying to come to the UK from Hong Kong. That would be politically dangerous. We must continue to take the line that the aim of the talks is to rule out any such a contingency. I do not recommend that we take the point up with the Monday Club. We should however note the possibility that MPs may raise the point.
