Please see Mr Rusholme's minute of 7 September to Mr Burrows (attached). This is of some relevance to the recent exchange between yourself, Sir Ian Sinclair and the Private Office on the use of English in legal circles in Hong Kong.
2. On para 3 of the minute Mr Burrows has told me that in his view it would be quite wrong for us to take up Mr Justice Jackson-Lipkin's criticism. This is not the right channel to be used, particularly when the criticism is passed on through a retired legal adviser and when Hong Kong has its own jurisdiction in this field. Any complaints Mr Justice Jackson-Lipkin has, should obviously be directed to the Justice Department in Hong Kong. I agree that no further action should be taken on para 3.
