I am grateful

WED are quite happy with your suggested redraft of my paragraph on Berlin. I have now incorporated this into paragraph 3 (c) of my draft minute to Mr Donald/Private Secretary.

I have the following comments on the other suggestions in your minute under reference:-

(a) Para 2

I have added the words 'which they could accept' after 'proposition' in the penultimate sentence.

(b) Mandated Territories (4)

(i) I agree with your redraft but have added the words 'on the road to' after the word were' in line 7.

(ii) I have added the word 'was' after 'the League of Nations

in the last line of the first paragraph.

(c) Suez Canal Zone (para 4(b) I

I agree your redraft of the Suez Canal Zone section. However, para 4 (b) of my draft minute mentions both the Suez Canal Zone and British administration of Egypt. Unless there is any legal objection I should therefore prefer the final sentence of this sub-paragraph to stand.

(d) Examples of dual administration (para 4 (c) - (f))

These examples seem to me to fit into the general category of territory which we are describing, ie territories in which sovereignty and administration have been separated. Unless you have an overriding objection I should prefer to retain them.

(e) Panama Canal Zone (para 6)

I have ammended the open words of the 4th sentence in the manner you suggested.

(f) Summary (para 7)

There seems to have been a typing error in line 8 of this paragraph. This should presumably now read 'examples of territories' (rather than 'territory') in respect of....

I should be most grateful for any further comment that you may have, sometime this week.
