In the course of the preparation of a brief sometime ago, John Griffiths, former Attorney General, prepared the enclosed list of examples on divided sovereignty.

2. We should be grateful if it could be examined to see whether it is complete. There has, for example, been reference to possible U.S. protectorates in the Western Pacific.

3. Would you also consider which of the cases might be most suitable for quoting as examples if we should be challenged and decide to provide details during the negotiations. The cases should be those least likely to give offence to the Chinese. The details of the arrangements
