appointments and arrangements in government
structure etc from now on are consonant with the
general aim and not inconsonant with the scheme
outlined. To this end the following action is
envisaged for the near future.
Executive Council
16.
A new member will be appointed who has
succeeded in the Urban Council elections and
who has already had some years experience in
LegCo. Additionally a senior Hong Kong Chinese
Official will be made a member.
Legislative Council
17.
New members to be appointed in September
will include elected members of

At present there are

Elections for the District Boards and the
Urban Council under the new system of
constituencies have been completed. But a number of questions involving the area of operation and division of functions of these bodies remain unresolved. For example the
