With 15 members of ExCo this would give a
chamber of about 50, of which no more than 10
would be officials and no more than a quarter
would be likely to be expatriate.
12. The functional committee structure now
emerging among LegCo Unofficial Members would be
developed and formalised, meeting where necessary
in public.
The Administration
13. It would continue to be the policy in the
administration to promote as fast as possible
Hong Kong Chinese officers while paying due
regard to the legitimate claims of expatriate
officers. A reasonable number of such officers
will continue to be needed as long as Hong Kong
is under British administration, to provide
confidence, continuity and evidence of the
British commitment.
Advisory Boards
14. Wherever possible chairmen of boards and
committees should be unofficials in order to
provide them with experience in the problems of
government.
The First Stage
15. The general aims of such a scheme would be
to increase unofficial participation in all the
processes of government and make the government
and legislative and administrative bodies more
obviously representative of the community. With
these aims in view, and whether the scheme
eventually adopted is exactly as set out above,
