HK to be ruled by HK law

There has been much talk about HK people's wishes in the face of 1997, especially a strong desire to live the same lifestyle as at present. This doesn't make sense as different people have different ideas of what a good way of living will be like. Similarly, the much talked-about "self rule" formula has unduly emphasised the human factors of government as against the "rule by law".

The issue of HK's territorial sovereignty can be solved through legal reforms, including reforms in HK's constitution, legal and judicial systems. HK being ruled by HK laws is a better proposition than the 'self rule' option.

In fact, IIK has been undergoing major political reforms such as the establishment of district boards and Urban Council elections on a constituency basis. Legal reforms will make it possible for a tripartite administration of HK. From the realis- tic point of view, what we need now is not the Sino-British talks but a law reform committee. The problem of HK is more a legal than a diplomatic one.

One possible solution to HK's future administration would be to divide the work of the government in two parts: the central government should take sole charge of HK's foreign affairs while internal affairs should be the responsibility of a municipal council.

Efforts should be made in the rumup to 1997 to work out

one under a legal formula to the satisfaction of all concerned which HK will be governed by HK laws, and not HK people.
