You should have I think now a copy of

Dr. John Young's proposals for a form of government for Hong Kong which were sent to the Governor,

and the NCNA, earlier this month. I have had a certain amount of contact with him at the University and I believe that he may send copies to Number 10,

and possibly both the FCO and the Hong Kong Government Office in London. My purpose in writing now is to forewarn you. You may find it helpful therefore

to have also the attached note of my recent discussion with him.
