Charles Yeung gave us the text of his memorandum, of which I enclose a copy. The rather partial press accounts of his views are consistent with the text. As you will see, it is not the most coherent of documents. It praises the

British connection, but stops short of asserting that it would be vital to maintain the connection after 1997. Its principle conclusion seems to be that there should be some form of self determination. Although when and how is not clear.
Since dictating the above, the Wen Wei Po has admitted that there were separate memoranda, and published some details of the two most "patriotic" ones, by Lau Wong Fat and Chan Yat Sun. Copy of Wen Wei Po article and translation enclosed.
