In our telno 56 reporting the press coverage of this visit, we said that Wen Wei Po's report of the written proposals submitted by the delegation give a somewhat different impression from the reports in the non-communist press. You may be interested in some of the details. It was apparent from Lau Wong Fat's references to the documents remaining confidential that he wished to obscure the fact that there were separate memoranda from members of the delegation which contained widely differing views on the

The following details are pieced together from accounts carried on commercial radio's Chinese channel, some independent and right-wing newspapers, as well as discussion which Robin McLaren and Bim Davies had with the two unofficial members of Legco among the delegation, Charles Yeung and Cheung Yan-Lung.

One memorandum, submitted by Stephen Wong, a former Chairman of the Heung Yee Kuk, apparently urged the Chinese Government to allow the present administration of Hong Kong to continue for 30-50 years after China regained sovereingty and that there should be no Chinese interference in the running of Hong Kong. Lau Wong Fat's own memorandum is reported to have dwelt on the history of the New Territories, and the role of the Heung Yee Kuk in defending the interests of the N.T. residents. That of Chan Yat Sun (another former Chairman of the Kuk) apparently dealt with the idea of an airport on Deep Bay to be developed as a joint venture between Hong Kong and China. You may have seen press reports that this idea was proposed by the delegation to Shen Tu, head of CAAC, whom the delegation met on 11 January. I understand that Chan Yat Sun has always been keen on this idea: it is not clear from the reports whether his proposal was for an airport on the Chinese or the Hong Kong side of Deep Bay.
