Dr. Paul Lin
Please refer to my Minute of 18 October, in which I recorded some comments made by Edmund Liao about Dr. Lin. I had a further discussion with Edmund last night. He said that he had met Lin on a number of occasions in Peking and that Lin had seen Liao Chengzhi on each occasion. Edmund had first met Lin during a flight to Peking in June or July last year.
Lin had been very keen to discuss with Edmund plans to organise a grouping of youngish overseas Chinese professional and business people of "help China's modernisation". When Lin had subsequently discovered Edmund's relationship with Liao he took his distance. Edmund suggested that Lin had been embarrassed at making a standard recruiting ploy with such an inappropriate target. Following a meeting between Lin and Liao during the same trip to Peking, Lin had again become friendly, but did not mention
his plans and activities again.

Edmund's assessment of Lin was rather different from
that of Mr Kilpatrick. Edmund believed that Lin was in fact a trained Intelligence Officer. Edmund also said that Lin believed that one of his sons had been assassinated by the
CIA (I gather that one of Lin's sons died in a car crash
some years ago).

I record this for what it is worth. I would hesitate to back Edmund's judgement against that of Mr Kilpatrick. He tends to believe that anyone of whom Liao approves must be of the highest calibre.
