I am afraid that we omitted to report the visit to Hong Kong by Professor Paul Lin of MacGill University in October last year. You may have seen accounts in the Hong Kong press of speeches made by Professor Lin during his stay in Hong Kong urging Britain to concede sovereignty over Hong Kong to China. You may be aware that Professor Lin has an unusual background. I enclose copies of minutes about him which may be of interest.

Professor Lin was back in Hong Kong in early December when he saw Lord Kadoorie. As you will see, his remarks to Lord Kadoorie bear signs of official briefing, and are on similar lines to his public and semi-public remarks during his earlier visit to Hong Kong.
