The line taken by Mr McLaren with Dr Sarasin of the Thai MFA seems to me unexceptionable and is generally in accordance with what Mr Donald told the State Department in Washington in November 1982. (Records of the State Department and CIA discussions are attached)

More specifically on Mr Donald's queries, paragraph 2(d)(i): perhaps the figure of '35 - 40%' is a little high; an estimated 35%' might be better (this of course includes re-exports). On his second point, perhaps one might replace

any changes at all' by 'any significant changes'. (There is of course the 'threat' of possible Chinese intervention before 1997 if law and order broke down, but I don't think this should be included here)

I attach a draft teleletter taking up the point in paragraph 6 in Mr McLaren's letter.
