consideration should be given to Finance Committee meeting in public (paragraph 26);

Official Members should be advised that supplementary questions may be answered by an Official Member other than the one answering the substantive question (paragraph 30);

there will be opportunities for a third (minor) gencral debate during each

session on the occasion of the Supplementary Appropriation Bill (paragraph 34);

present provisions for adjournment debates are generally adequate subject to minor amendments to S.0. 9(7) and (8), and more use should be made of them (paragraph 38);

present provisions for debate on motions put by Unofficial Members are also adequate, and more of these debates

should be held on matters of major public interest (paragraph 39);

Members might consider making more use of Cantonese (paragraph 40);

The minor recommendations of this Report are

suspension of S.0. 9(2) at 6 p.m. should be moved as a matter of rule unless the circumstances are such that it is very clear that the proceedings can be concluded in two or three minutes (paragraph 43);

where amendments to bills have been proposed or prompted by Unofficials, the moving of such amendments in

a committee of the whole Council should be undertaken by them (paragraph 45);

notice required for moving amendments to bills should be changed from three clear days to four clear days (paragraph 46);
