The minor recommendations of this Report are
suspension of S.0. 9(2) at 6 p.m. should be moved as a matter of rule unless the circumstances are such that it is very clear that the proceedings can be concluded in two or three minutes (paragraph 43);
where amendments to bills have been proposed or prompted by Unofficials, the moving of such amendments in
a committee of the whole Council should be undertaken by them (paragraph 45);
notice required for moving amendments to bills should be changed from three clear days to four clear days (paragraph 46);
