Brief for the Governor in
London, September, 1983
Proposed Review of Local Administration
(1) Proposal
A draft memorandum for Executive Council proposing
a review of the present organisation and arrangements for
local administration is attached.
Although there will be no
public announcement to this effect the review will be carried
out by an informal group of officials working to the Chief
Secretary, viz:
Secretary for Home Affairs
Secretary for District Administration
and Mr. I.F.C. McPherson
Director of Urban Services
Director, Councils & Administration Branch

The group will work up a draft memorandum for
Executive Council which will consider four possible options,
viz :
(a)
to make no change to the existing arrangements;
(b)
to introduce a territory-wide City and New
Territories Council in place of the present
Urban Council;
