REVIEW OF LOCAL GOVERNMENT IN HONG KONG

The Governor gave me the attached brief for his visit to London and a draft memorandum for the Executive Council. He asked if we could confirm that he could go ahead on the basis of paras 5 and 6 of the brief.

After discussion with PS/Mr Luce, I told the Governor that he could go ahead and I have telegraphed the Chief Secretary asking him to circulate the paper to EXCO. We do not need to consult Mr Luce on this. But we should minute to him before his visit to Hong Kong explaining briefly what action is being taken. The memorandum will be considered by EXCO on 20 September, shortly before he arrives in Hong Kong.
