Debate on the Dependent Territories 15 April

1. During the course of the above debate, Mr Onslow said that if he was unable to answer any substantial points, he would do so in writing.

a)

There are two such points, both raised by Mr Spearing, viz;

'Can the Minister assure us that there is net movement of funds from this country to the dependent territories (excluding the Falklands) which are not, therefore, in economic terms, colonies any more'.

b) 'The FCO does not appear to have an intention to develop an economic strategy for each of our remaining territories'.

It has been agreed that Mr Raison should reply.

3. As regards point a), it is difficult to know how this should be interpreted. Earlier in the debate, Mr Spearing was talking about 'the idea of money coming back to Britain from the natural resources of the colonies' and later about 'overseas development aid' being ' more than we get in return'. I should think, however, that whatever interpretation is adopted, e.g. aid, trade, debt repayments, private capital, etc, there can be little doubt that there is a net outflow of funds. I should be grateful for comments.

4. As to b), it is intended to interpret this as referring only to those dependencies in receipt of aid funds; and to interpret 'an economic strategy' as referring to the existence (or otherwise) of a development plan. I can answer for the Caribbean dependencies but would be grateful for material on St Helena (and dependencies) Gibralter and the Falklands (and dependencies).
