I have consulted Mr Hallett (ESID) in connection with Hong Kong. There is no aid commitment to HongKong; (b) therefore does not apply. As regards point (a), there are of course UK investments in Hong Kong and vice versa, and a high level of private trade. It would however be extremely difficult to estimate the net result in reply to such a vague question as Mr Spearing's.
