Present constitution as far advanced as it can be without

a commitment to proceed to independence. (As the BVI Government

likes to have its cake and eat it, constitutional advance may

well be requested but will have to be refused).

Economy doing well. Based on tourism (including yacht

activities) and financial centre activities. Local funds now

available for capital development; thus aid funds likely to be

switched to loan terms in near future.

Personalities more important than politics, hence any

concerted approach to independence (or other major issue)

unlikely. Occasional and intemperate outbursts against criticism of HMG's few remaining powers.

Local funds being used largely for vote-winning purposes, hence allegations that aid funds are inadequate.
