We have consulted the Governor who gave the following response to Lord Avebury's question in respect of Pitcairn.

Pitcairn has not changed its Immigration Ordinance since the British Nationality Act came into effect. The Pitcairn Landing and Residence (Amendment) Ordinance 1982 came into operation on 12 October 1982 with the provision that Sections 2 and 4 came into operation on the date of commencement of the British Nationality Act.
Authenticated copies of this Ordinance were sent to London on 15 October 1982.

With regard to the part of the question which related to "right of entry", anyone, irrespective of nationality or status, may enter Pitcairn for temporary purposes subject to the issue of a permit by the Island Magistrate. Any British Dependent Territories' Citizen (BDTC) who did not qualify under Section 8 of the Landing and Residence (Amendment) Ordinance 1982, that is those without the appropriate qualifying connection with Pitcairn, would have no right of entry for settlement.
The Governor does not know of any person whose origin is Pitcairn Island, who does not have right of entry and residence as a BDTC to Pitcairn.
