1. The Lord Avebury has laid the following question for Oral Answer on 28 March. Parliamentary Unit require a draft answer by 24 March.

The Lord Avebury whether any of the dependencies have changed their immigration ordinances since the British Nationality Act 1982 received the Royal Assent; whether they will place copies of any such alterations in the library; whether they will make an estimate of the number of British dependent territories' citizens who have no right of entry to any territory for which the United Kingdom is internationally responsible; and whether they will produce an anlysis of such persons, showing their respective origins and numbers.

I should be grateful if geographical departments could let me have their replies to the first part of the question, consulting Governors by telephone or telegram as necessary. Background Notes and Supplementaries are required.

I should be grateful for guidance from NTD and MVD (and geographical departments) on that part of the PQ dealing with an estimate of the number of British dependent territories' citizens who have no right of entry to any territory' etc etc. I note that Lord Avebury uses the term 'right of entry'. He may perhaps mean 'right of abode' and I think a supplementary on this would be useful.
4. If, in fact, there are citizens who are denied 'right of entry' I assume that it will not be possible to produce an analysis showing respective origins and numbers.

I should be grateful for your comments by Wednesday, 16 March to enable me to collate replies and, if necessary, seek additional information.
