The Home Office are the lead department for the meeting and Mr Bubbear, Head of E5 Division will head the UK delega- tion which will include Mr Chamberlain, Mr Hill and Mr Howells for certain items, and myself. I attach a list of Commonwealth delegates.
3. The views of Dependent Territories have been sought and substantive comments have been received only from Hong Kong and the Cayman Islands: copies have been sent to HKGD and WIAD. The only Dependent Territories with which there has been significant traffic under the Commonwealth Scheme are Bermuda, Gibraltar and Hong Kong. The following will be included in the UK delegation as advisers: Mr E R Astin, Acting Attorney-General
Hong Kong: Mr S M Froomkin QC, Attorney-General Bermuda and (on 22 November only) Mr J Wilson, Attorney-General Montserrat. Brunei will be treated as if she were already an independent Commonwealth country.
4. I attach a draft Home Office brief for the meeting. This is self-contained and I am therefore not burdening you with Professor Shearer's paper, the subject headings of which form the agenda. I also attach a schedule of amendments which I suggest might be made to the brief. These take account of the comments on the Shearer paper from Hong Kong and the Cayman Islands.

The Home Office are now preparing a further draft brief covering, where necessary, the lines which the UK should take in respect of certain of the proposals which have so far been put forward in writing by Commonwealth States, in particular Fiji, Ghana, Barbados and Sri Lanka. I will attach this draft if available or otherwise send it to interested departments shortly for comment.
6. I should be grateful if any comments on the brief(s) and suggested amendments could reach me by close of play on Monday 15 November. In the absence of any comments by that time I shall assume that you have none.
