MEETING TO REVIEW COMMONWEALTH EXTRADITION ARRANGEMENTS
1. The above meeting will be held at Marlborough House from 22-26 November. The initiative for the meeting has come from the Commonwealth Secretariat pursuant to the Commonwealth Law
The review is Ministers Meeting held in Barbados in 1980. based on a Consultative Document prepared by Professor Shearer of the University of New South Wales. The timing of the exercise is not very convenient to us since UK extradition policy vis-à-vis foreign countries is currently under review. The report of the Extradition Working Party (EWPR) was published in July as a consultation document and the Government's views on its recommendations will not be formed until after the period of consultation comes to an end early next year. The EWPR suggests inter alia some reforms in foreign arrangements, which date from 1870, in the light of the Commonwealth Fugitive Offenders Scheme 1966, which the present meeting is to review. will not be in a position to commit itself to legislation until the EWPR review is complete. Any provisionally agreed amendments to the Commonwealth Scheme at the forthcoming meeting will be taken into account in the EWPR review and will also involve amendment to the Fugitive Offenders Act.
