EXTRADITION OF LAM WAI TING

1.

Information and assurances in Monrovia telegram no

113 are in Home Office's and our view satisfactory. If

similar circumstances applied in any case involving

extradition from UK Home Office would recommend issue

of surrender warrant.

2. We therefore see no reason on these grounds why,

should Lam be committed, you should not issue surrender

warrant.

3.

Should you do so Monrovia should monitor the

proceedings there to check that the assurances given are

fulfilled.

4.

Ministers agree with the advice in this telegram.
