seen the telegram number 113 of 20 December from Monrovia and understand that you would like our comments on the assurances given.

If the request from Liberia was for a person found in the United Kingdom we would be prepared, on the basis of the assurance that the death penalty is unlikely to be awarded and extremely unlikely to be put into effect, to recommend the Home Secretary to consent to extradition notwithstanding at the penalty for murder in Liberia is death.

The assurances on legal representation and language/interpreter would also be satisfactory.

I understand that from your consultation with our Ambassador in Monrovia that he regards the standards of justice in Liberia as generally acceptable and improving.

We are not aware of all the details of the case, nor what arguments are being made by the defence against extradition in the courts or whether they will make representations to the Governor of Hong Kong, and of which account will need to be

taken.

If the fugitive were to be surrendered from the United Kingdom we would seek to ensure that the assurances were fulfilled and to this end would ask the British Consul in Monrovia to monitor the proceedings.
