This memorandum seeks a decision on the question of commutation of the death sentence passed on prisoner HO Siu-cheung.

Background

On 24 July 1981,

was convicted of

two counts of murder; the victims were HO Siu-tuen and LEUNG Kim.

A copy of the trial Judge's report on the case is at Annex A.

Leave

On 17 March 1982, the Court of Appeal refused leave to the petitioner to appeal against his convictions.

His petition for clemency, made through the

Director of Legal Aid, is at Annex B.
