I have been asked to reply to your letter of 18 May to the Foreign Secretary.

While policy on appointments to the Hong Kong Civil Service is primarily a matter for the Hong Kong Government, I can assure you that the guidance in the Circular you mention is applied flexibly and in accordance with the Hong Kong Government's obligations under Article 25(c) of the United Nations Covenant on Civil and Political Rights. All applications for employment in the Hong Kong Civil Service are considered case by case and with careful regard to the particular circumstances involved.
