Thank you for your letter of 10 May about a letter from Mr Lam Kwai-tim.
In response to a letter from Mr Lam to the Lord Chancellor we made enquiries of Hong Kong. From their reply it is clear that there is nothing to suggest that there is any substance to Mr Lam's allegations and from the experiences of officials of the Hong Kong Government's Education Department it seems that Mr Lam is extremely unbalanced. We have not, therefore, written to him further.
