6. Votes in the General Assembly on the admission and upon the expulsion of Members shall require a 2/3 majority of those Members present and voting. If the announcement of approval by Council of an application for membership has not met with objection from any Member, the President shall notify the new Member that he shall be admitted pending final ratification at the next meeting of the General Assembly.

7. The General Assembly shall elect, from among the representatives of the National Members, as members of the Council: a President, three Vice- Presidents, a Treasurer and not more than twelve Councillors. No two persons among the elected Councilshall be nationals of the same country. Coun- cillors and Officers of the Federation shall be elected for a term of four years; they may be reelected for one further term. Presidents of Regional Commissions, representing National Members, will also serve as voting members of the Council, pending ratification by the General Assembly.

8. Except as hereinafter provided (art. 6, paragraph 5e), in the event that any office or position on the Council becomes vacant for reasons beyond the control of the individual involved, that position shall be filled by election at the next General Assembly of an individual to serve the remainder of the term. Individuals elected in this manner to serve portions of terms, shall be eligible for subsequent election to two full terms in the same position.

9. In addition, the General Assembly shall appoint to the Council, for a period of two years, a member of Belgian nationality, except when an individual of this nationality is already a member of the Council. The Belgian member may be re-appointed.

10. The appointment of the Secretary General by the Council shall be subject to ratification by the General Assembly.

11. The General Assembly shall establish the policies and ratify the programme of work of the Federation. The General Assembly shall charge the Council with the formulation of policies and, following their ratification, with the execution of these policies through Committees and other appropriate

means.

12. The General Assembly shall appoint and discharge Regional Commissions. 13. The General Assembly shall receive from the Treasurer in writing at each meeting a complete and correct statement of the finances of the Federation, based on the annual accounts and balance sheet. The budget of the Federation, the accounts and the scale of dues fixed by the Council for Members, Associates and Affiliates shall be subject to ratification by the General Assembly.

14. An official signed copy of the minutes of each General Assembly shall be filed by the Secretary General at the Secretariat. Copies of the minutes shall be distributed to all Members.

Art. 6. THE COUNCIL

1. The Council shall:

a) ensure that the policies established by the General Assembly are im- plemented;

b) be responsible for the fulfillment of programmes ratified by the General Assembly;
