apply for membership at that time the Council may extend the affiliation for one further two-year period. Associates will enjoy all of the rights of National Members except those of voting in the General Assembly and of having their representatives elected as officers of the Federation.

b) Institutional Affiliates; organizations interested in the objectives of the Federation. Each shall be entitled to name a representative to attend the General Assembly as observer.

c) Personal Affiliates; individuals interested in the objectives of the Federation.

d) Honorary Fellows; persons who, in the view of the Federation, have attained special distinction. They shall be elected by the Council and shall be invited to attend the General Assembly.

III. It is the duty of each Member, Associate and Affiliate to further actively the aims of the Federation and to pay regularly the established dues.

Members, Associates, Affiliates and Honorary Fellows shall receive the journal of the Federation and be entitled to discount in the purchase of all FID publications.

An organization or person ceasing to be a Member, Associate or Affiliate shall be responsible for meeting all outstanding debts and obligations to the Federation.

Art. 4. RESOURCES AND FINANCIAL YEAR

1. The funds of the Federation are made up as follows:

Annual dues for Members, Associates and Affiliates;

- Income from services, publications, etc.;

- Subventions;

- Gifts and legacies;

Interest from invested funds;

- Contracts;

- Such other sources as may be approved by the Council.

2. The financial year of the Federation starts on 1 January and shall close on 31 December of each year.

Art. 5. THE GENERAL ASSEMBLY

1. The General Assembly shall possess plenary powers as the highest authority of the Federation.

2. The General Assembly shall be convened on the call of the President, not less often than once in every two years. On the request of 1/3 of the Members, the President shall convene a special meeting of the General Assembly.

3. Sessions of the General Assembly shall be open to National and International Members, each with a single vote. A Member may be represented by another Member; any Member may hold proxies for not more than two other Members. Associates, Institutional Affiliates and Honorary Fellows may participate in all business of the General Assembly except voting.

4. Except in the special cases provided for in these Statutes, actions shall be decided by a simple majority of those Members present and voting. "Simple majority" shall be the highest number of votes of those cast.

5. No additional matter shall be placed on the agenda except with the agreement of a 2/3 majority of Members present and voting.
